Framtidens Flexibla Förvaltningsformer? En utvärdering av projektet Samverkansplaner för värdefulla kust- och havsområden

Abstract

Projektet Samverkansplaner för värdefulla kust- och havsområden startades 2008 på initiativ av Naturvårdsverket utifrån behovet att utveckla förvaltningsformer för bevarande och hållbart nyttjande av större värdefulla kustoch havsområden. Det övergripande syftet med projektet var att bidra till att uppfylla Sveriges åtaganden inom Helsingforskommissionen (HELCOM) och Oslo-Paris konventionen (OSPAR), samt åtagandet inom FN:s konvention om biologisk mångfald. Projektet har bestått av fem regionala pilotprojekt som drivits av länsstyrelserna i Västernorrlands, Stockholms, Östergötlands, Blekinge och Västra Götalands län. Fyra av projektområdena är helt eller delvis klassade som Baltic Sea Protected Areas (BSPA). Det femte är delvis klassat som Marine Protected Area (MPA). Samtliga områden saknade en plan för framtida förvaltning. Pilotprojektens uppdrag var att utveckla samverkansplaner för respektive område med ekosystemansatsen som vägledning. SLU har fått i uppdrag att utvärdera projektet av Naturvårdsverket. Utvärderingen fokuserar på processerna i pilotprojekten, dvs. hur projekten kom igång och hur arbetet med samverkansplanerna genomförts. Utvärderingens ansats är kvalitativ och har som huvudsaklig inriktning att undersöka hur viktiga aspekter av ekosystemansatsen förståtts och operationaliserats i de olika piloterna. Syftet är också att undersöka på vilket sätt detta givit avtryck i det fortsatta arbetet med samverkansplanerna. De enskilda piloterna har analyserats var och en för sig. Analysen har varit inriktad på att ringa in piloternas 1) förutsättningar, 2) arbetsprocess och 3) resultat (samverkansplanerna) med avseende på centrala aspekter av ekosystemansatsen. Dessa aspekter har speglats i tre begreppspar: delaktighet och samverkan, förankring och legitimitet, samt lärande och adaptivitet. Analysen av de enskilda pilotprojekten ligger till grund för en jämförande analys av de olika pilotprojekten, och därefter för rapportens slutsatser och rekommendationer. Dessa finns sammanfattade i kapitel 6. Det finns ett fortsatt behov av att undersöka, praktiskt pröva och utveckla förståelse för hur vi kan utveckla nya förvaltningsformer för bevarande och hållbart nyttjande av naturresurser, med ekosystemansatsen som bas. Men det finns inga entydiga svar på frågor om hur man skapar ett brett och kontinuerligt deltagande, hur man initierar och upprätthåller ett adaptivt, reflekterat och lärande arbetssätt, hur man organiserar flernivåförvaltningen eller vilken roll myndigheter och andra berörda kan och ska ha. Därför måste nya förvaltningsformer fortgående prövas, samtidigt som det är viktigt att utnyttja lärdomar från tidigare projekt.
The project Collaboration Plans for Valuable Costal and Marine Areas was initiated by the Swedish Environmental Protection Agency in 2008, due to identified needs to develop new modes of management for conservation and sustainable use in larger valuable coastal and marine areas. One of the overall aims of the project was to contribute to the Swedish commitments under the Helsinki Commission (HELCOM) and the Oslo-Paris Convention (OSPAR), as well as to the commitments under the UN Convention on Biological Diversity. The project consisted of five regional pilot projects run by the County Administrative Board of Västernorrland, Stockholm, Östergötland, Blekinge and Stockholm County. The four first-mentioned project areas are fully or partially classified as Baltic Sea Protected Areas (BSPA), while the last is partially classified as a Marine Protected Area (MPA). The task of the pilot projects was to develop collaboration plans for the areas, guide by the Ecosystem approach. This report presents an evaluation of the project, commissioned by The Swedish Environmental Protection Agency and conducted by the Department of Urban and Rural Development at the Swedish University of Agricultural Sciences. The focus of the evaluation has been the processes taking place within the individual pilot projects, that is, how the projects got started and how the work with the collaboration plans were carried out. The evaluative approach was qualitative, aiming at examining how important aspects of the Ecosystem Approach were understood and operationalized by the pilots and how this understanding is reflected in the collaboration plans. The individual pilot projects were analysed separately aiming at identifying the: 1) preconditions, 2) work processes and 3) results (collaboration plans) with respect to some key aspects of the Ecosystem Approach. These aspects are reflected in three pair of concepts: participation & collaboration, support & legitimacy, and learning & adaptivity. This analysis served as the basis for a comparison of the individual pilot projects and for the conclusions and recommendations of the evaluation. The evaluation states that there is a continuous need to test, examine and develop practical understanding about how the Ecosystem Approach can work as a basis for new forms of co-management of conservation and sustainable use of natural resources. Answers to questions about how to create a broad and continuous participation; how to initiate and maintain adaptive, reflective and learning working methods; how to organize multi-level governance; how the role of authorities and other stakeholders can be designed have no clear answers. Therefore, new forms of co-management need to be continuously tested. The recommendations when designing and accomplishing future projects include i.e: Create clarity and transparency around goals and mandates of the projects; expand the focus to cover more than protection of ecological values: Design and test multi-level governance conceptually; conduct and maintain stakeholder analysis: organize opportunities for projects to share experiences: guarantee sectoral integration not only at project level but also on regional and national level; examine alternatives for new comanagement institutions capable of guaranteeing the long term financing of prioritized activities.
